Ray represents clients in complex federal and state litigation. He has served as a law clerk to Judges K.K. Hall and Robert B. King of the United States Court of Appeals for the Fourth Circuit, and, most recently, to Justice Brent D. Benjamin of the Supreme Court of Appeals of West Virginia. Ray also served for three years as General Counsel to the West Virginia Department of Environmental Protection, and for one year as the Acting Chief of the DEP’s Office of Legal Services, moving to the agency from private practice.

Ray graduated from the West Virginia University College of Law, where he was selected to the Order of the Coif and served as Index Editor for the West Virginia Law Review. A Preston County native, Ray proudly earned his undergraduate degree from WVU.
