Elizabeth Hoskins Dow

Overview

Elizabeth Hoskins Dow has returned to Bailey Glasser as a litigation partner after an eight-year stint as an Associate Judge for the 12th Judicial Circuit of Illinois. During her time on the bench, Lissa served in the Family and Civil Jury Trial divisions, presiding over bench and jury trials since 2015. She has been a frequent speaker at CLE conferences and an instructor at Illinois judicial training seminars.  

Prior to her appointment to the bench, Lissa had been partner-in-charge of Bailey Glasser’s Illinois office, where she worked on a wide range of litigation matters. Earlier in her career, Lissa worked at a major Chicago law firm and ran the elder law project at a legal aid clinic. She also served as lead outside counsel and prosecutor for several Illinois municipalities. 

Lissa has received several awards for pro bono work and served two terms on the board of directors of the Illinois Lawyers Trust Fund by appointment of the Chief Justice of the Illinois Supreme Court. Lissa received a bachelor’s degree in history, magna cum laude, from Yale University, and a law degree, cum laude, from Boston College Law School. 

Lissa splits her time between Chicago and Washington, D.C.  She and her husband, U.S. District Judge Robert Dow, have four adult children.

Experience

Representative Matters

As a Judge of the Twelfth Judicial Circuit of Illinois:

  • Presided over numerous jury trials including cases involving personal injury, medical malpractice, and consumer fraud.
  • Conducted dozens of bench trials in cases involving civil forfeiture, habeas and mandamus, divorce, and orders of protection.
  • Completed numerous pre-trial mediations on chancery matters, personal injury cases, commercial litigation, and divorce proceedings.

As a practicing lawyer:

  • Served for a decade as Illinois counsel for major coal producer on all transactional, refinancing, regulatory compliance, real estate, labor and employment, and litigation matters.
  • Litigated wide range of matters involving breach of contract, torts, personal injuries, bankruptcy and collections, and employment disputes.
  • Lead outside counsel for local municipalities advising on compliance, code and ordinance enactment, and prosecution of ordinance violations.
